As of August 3’rd, 2019 … Mexico simplifies telephone dialing:
Effective August 3, 2019, there will be no more special rules needed to to dial long distance nor between or to cell phones. Mexican phone dialing will follow international dialing standards (as in Canada and the USA).

Thanks Steve for the updated info. I tried making a call to a friends cell phone in Cholul from Canada and still had to use the 011 before the number to get through. I am using a Vonage phone so that may make a difference. Just thought I’d let you know:)

That makes sense … The new 10 digit dialing system is for making calls from inside Mexico.
People outside of Mexico calling in to Mexico, still need to dial the ‘Country code’ ( 011 ) to get access to the Mexican phone systems.
